Program of RFCA developmentIn 2005 Government of the Republic of Kazakhstan made a decision about creation of regional financial centre of Almaty city, which had already been the centre of domestic financial institutions for that moment. This decision was stipulated by faster growth of financial sectof of the Republic of Kazakhstan in comparison with other countries of CIS, steady growth of the share of financial services in the structure of gross domestic product, internal accumulations, and the beginning of expansion of financial capital to CIS countries and formation of qualified staff in the financial sphere. Creation and successful functioning of the regional financial centre of Almaty city closely connected with the further development of financial sector and domestic securities market. In this connection it was necessary to specify the program of development of the financial centre as medium-dated strategy of creation the regional scaled securities market infrastructure, oriented on attraction of international participants represented by brokerage and dealer organizations, institutional investors and further development of domestic securities market in order to form scaled means on the capital market for financing needs of the real economy and creation of conditions for expansion of domestic financial capital abroad. Realization of the Program of RFCA development till 2010 will promote creation of the regional financial centre of Almaty city which will be functioning effectively as new sement of international financial market qualified for accumulation and transit of main capital flows between countires of CIS, East Europe and Asia. In the end realization of the Program of RFCA development till 2010 will promote entering the Kazakhstan into the world's 50 most competitive countries.
