Born in 1966 in Almaty city.

EDUCATION:

Graduated in 1988 from Lomonosov Moscow State University, Faculty of Economics.

1992 – Candidate of Economics (PhD). Thesis topic: “Trade and economic relations between India and developed Western countries in 1980’s”;

2004 – Doctor of Economics. Thesis topic: “Role of postal saving system of Kazakhstan in the financial and banking services sector”.

PROFESSIONAL EXPERIENCE:

1994-1996 – National Bank of Kazakhstan: Deputy Director, Department of Currency Regulation; Director, Department of International Relations.

1996-1998 – ATF Bank: Adviser to the Chairman of the Management Board, Head of Department of Commerce, Deputy Chairman of the Management Board.

1998-2000 – Halyk Bank: First Deputy Director of Regional Branch, Head of Credit Department – Managing Director, Director of the Department of Credit Risks, Adviser to the Chairman of the Board;

2000-2006 – KazPost JSC: Deputy Chairman of the Management Board, Chairman of the Management Board;

2006-till present — Chairman of the Agency of the Republic of Kazakhstan on Regulation of Activities of the Regional Financial Centre of Almaty City (RFCA).
