Image of civil servants of the Republic of KazakhstanFor the years of independence the Republic of Kazakhstan achieved real success in its social-economic, cultural and political development. One of the main long-term priorities of Kazakhstan's development strategy till 2030 is creation of professional state. Realization of tasks on creation of highly professional public service and effective managing structure are stipulated by professionalism of public servants. One of the significant steps in this issue is formation of positive image of Kazakhstan's public servants. Formation of public servants' image foresees ideological, political and cultural aspects. Process of formation public servants' positive image is closely connected with image policy of executive government. Conceptual issues of public servants' positive image were defined in Code of honour of public servants of the RK. "Being a public servant is expression of the special confidence on the part of community and state and in its turn make demands on moral and ethic appearance of public servants" - extract from the mentioned Code. the state purposefully works on this direction. It is enough to say that the Government approved Action plan on formation and consolidaion of public service's positive image for 2008-2010 by its Decree # 825 dated September 21, 2007. The state sector is in the centre of attention all over the world. But consolidation and further development of managing structure with reforms in the sphere of public service wil not be successful while public servants will have such negative features as unprofessionalism, bureaucracy and corruptness. President of kazakhstan N.Nazarbayev underlined the main characteristics of public servants that are needed to manage the country in an effective way. They are - high moral responsibility, professional knowledge, ability to use them in practice, honesty, trustworthiness, active life philosophy. Every public servant should realize the significance of the own work and simply he must be patriot of the own country. |
